I'm not going to (or never have) write(n) them, i'm just curious to know.
They do as long as it isn't the same person voting as Anonymous over and over again.
From the outside, all the Anonymouses look identical. But from the inside of the blog Penny can tell if it is the same person or a person who has commented already. The magic of the internets technology.
